O papel constitucional das polícias de segurança e ordem pública na consolidação do Estado Democrático de Direito e no Afastamento da Vingança Privada

Abstract

A Polícia, em suas origens, foi concebida para afastar e deslegitimar a vingança privada na sociedade. Com a evolução humana e a concepção do Estado Democrático de Direito, as Constituições institucionalizaram essa importante função social, legalizando e legitimado não apenas o uso da força como, também, as importantes funções de manutenção da segurança e ordem pública.

The Police, in its origins, was conceived to remove and delegitimize private revenge in society. With human evolution and the conception of the Democratic Rule of Law, the Constitutions institutionalized this important social function, legalizing and legitimizing not only the use of force, but also the important functions of maintaining security and public order.
