Abstract
The present study seeks to analyze the current characteristics of Brazilian federalism in relation to municipal financial autonomy. This is a relevant problem as the economic deficit of municipalities and the need for intergovernmental transfers weaken cooperative federalism. In the end, it was possible to conclude that the municipality is often financially dependent, making the federative pact designed in the 1988 Federal Constitution unfeasible.
