Abstract
In 2015, the Court of Auditors of the State of São Paulo established the Municipal Management Effectiveness Index – IEG-M in the 644 (six hundred and forty-four) municipalities in the State with a threefold purpose: to assist in the supervision carried out by the body; assist in the supervision carried out by the company and; be used as a parameter for decision-making by the public manager, being an innovation in the public sector, since the institution of the IEG-M has the ability to promote incentives among municipalities for better classifications in the eyes of the TCE/SP and in the eyes of society , thus promoting efficiency, effectiveness and effectiveness with public spending, without the need to create cogent standards, which can be classified as soft regulation practices.
