Abstract
On October 14, 2009, through State Decree 54,911, Complementary Law No. 1036 was regulated, which established the Military Police Education System of the State of São Paulo. From that moment on, the Military Police – as would be expected of a legitimate and legalistic institution – sought partnerships with the academic community for the ongoing development of its education system and, to this end, eliminated from its corollary, supposed actions of singularity and embraced, in a systemic way, plurality as its work code. Many advances were achieved in this long journey of approximately 10 years and the consolidation of Police Sciences of Security and Public Order, little by little, was conquering its space in the territory of sciences, above all, due to its imperative vocation of establishing diagnoses, also presenting a repertoire for solving problems. Particularly noteworthy is the partnership project developed with the UNIVERSIDADE SANTA CECÍLIA (UNISANTA) and the INSTITUTO DE CIÊNCIAS POLICIAIS (ICP) of DEFENDA PM, in which since 2015, through the direct participation of members of the Barro Branco Military Police Academy (APMBB) and the Center for Advanced Security Studies (CAES), the symmetrical dialogue between the Civilian Education System and the Education System of the Military Police of the State of São Paulo was expanded, generating a solid academic construct capable of bringing together articles written by civilians and military personnel in the same scientific journal.
This intellectual monolith strengthens, unquestionably and especially today, the public interest demonstrated by CAES, ICP and UNISANTA, in offering society an inventory of ideas, projects and solutions for citizens' day-to-day problems and which focus on very varied topics, such as: community policing, conflict mediation, interagency action, interoperability, full police cycle, and society's participation in solving problems related to public safety.
Finally, it was indisputably verified that the partnership between the MILITARY POLICE, the INSTITUTE OF POLICE SCIENCES of DEFENDA PM and UNISANTA achieved the principles defined by the so-called "triple helix" system, in which the three different actors, State, University and Private Initiative, joined forces in search of a common good, contributing significantly to the improvement of science, technology and innovation.
